For the 25 years prior to forming her own consulting company, Joanne E. Koegel, President of Koegel & Associates, was employed by the Sacramento Area Council of Governments in a series of progressively more responsible positions including Interim Executive Director. In her last position as Deputy Executive Director at the Sacramento Area Council of Governments Joanne managed all planning and services functions.
